DESIGNATED STREETS
Any vehicle parked on the following designated streets must display a valid residential or employee parking permit:
- Adams Street – Ford to South Fitzhugh
- Atkinson Street – Clarissa to South Plymouth
- Corn Hill Place – Entire Street
- Eagle Street – Troup to Adams
- Edinburgh Street – South Fitzhugh to Frederick Douglass
- Frederick Douglass Street – Adams to Edinburgh
- Greenwood – Atkinson to Troup
- Sophia Place – Entire Street
- South Fitzhugh Street – South Plymouth to Hubbell Park
- South Washington Street – Troup Street to Boys Club Place and Atkinson to Troup
- Troup Street – Ford to South Plymouth
- Waverly Place – Ford to Clarissa
South Plymouth Avenue residents may purchase permits and park on the above designated streets; however, permit parking is not permitted on South Plymouth Ave.
SIGNAGE
Permit-designated streets will be well-marked with signs. The number and actual design of the signs will be determined by Monroe County Traffic Engineering, and the signs will be installed by that agency.
DEFINITIONS
Residential Parking Permit: This is required for any resident who lives in the designated permit area and wishes to park there between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday. Residential permits are only available for residents who live on the designated streets.
Employee Parking Permit:
This may be purchased by any employee of a business located on a permit-designated street with hours of employment substantially between 8:00 a.m. and 5:00 p.m., Monday through Friday.
Visitor Pass:
This is designed for those who are not residents or employees of a business in the designated area who wish to park inside the area at times when the permit system is in effect. Appropriate users would include the following: guests of residents in the designated area, people providing some type of commercial service for a residence in the designated area, or visitors to/customers of a business in the designated area. Visitor passes are NOT for the use of residents= own vehicles or for ongoing usage by visitors. Residential and employee permits and visitor passes are NON-TRANSFERRABLE and not valid if the resident or business moves out of the designated permit area. The permits and passes must be surrendered to the Bureau of Parking if this occurs.
CORN HILL RESIDENT ELIGIBILITY GUIDELINES
Any motor vehicle owned or leased by a resident of a permit-designated street and principally garaged in the City of Rochester is eligible for a permit. Each household is eligible for up to two (2) visitor passes when at least one (1) residential permit is purchased by a household member. Residents not owning vehicles or who otherwise do not require a residential permit may purchase up to two (2) visitor passes for a fee of $10.00 per pass.
CORN HILL EMPLOYEE AND BUSINESS ELIGIBILITY GUIDELINES
Any employee of a business located on a permit-designated street can obtain a permit for their vehicle if their hours of employment are substantially between 8:00 a.m. and 5:00 p.m., Monday through Friday. A business on a permit-designated street can obtain up to five (5) visitor passes at a cost of $10.00 per pass. A commercial vehicle owned by a resident or business inside the designated area would require a permit to park.
HOW TO OBTAIN A RESIDENTIAL OR EMPLOYEE PERMIT
Since July 1, 2010, the location for obtaining Corn Hill parking permits has been the Parking and Municipal Code Violations office at 42 South Avenue. This office is located along the side of the South Avenue Garage. The garage is next to the Hyatt Hotel which is located downtown at the corner of East Main Street and South Avenue.
The Parking and Municipal Code Violations office is open Monday through Friday (except holidays) from 8:30 a.m. to 5:00 p.m.
Also since July 1, 2010, the Municipal Parking Division for the City of Rochester has not existed. On July 1, it became part of the current Bureau of Parking. This is a relatively new bureau in the Department of Finance which combines a number of formerly separate parking functions.
Corn Hill residents who wish to obtain a parking permit can apply for a permit by downloading an application from the City of Rochester website. Applications are also available at the cash window of the Parking and Municipal Code Violations office.
Residents seeking a residential permit must bring the following with a completely filled out application:
- Picture ID (driver’s license, work ID, student ID)
- Proof of residency in Corn Hill (driver’s license, lease, letter from landlord deed, utility bill, etc.)
- Current registration for up to two vehicles per household
- Cash, check or money order for $20.00 per permit made out to the City of Rochester
Individuals who work at Corn Hill businesses and wish to park on-street can obtain an employee permit. Along with a completely filled out application, the following is required:
- Picture ID (driver’s license, work ID, student ID)
- Letter on employer’s letterhead showing employment at a Corn Hill business
- Current registration for one vehicle per individual
- Cash, check or money order for $20.00 per permit made out to the City of Rochester
Corn Hill residents who park off-street can get up to two visitor passes per household for friends and relatives to use when parking on-street. Along with an application showing only contact information, the following is required:
- Picture ID (driver’s license, work ID, student ID)
- Proof of residency in Corn Hill (driver’s license, lease, letter from landlord deed, utility bill, etc.)
- Cash, check or money order for $5.00 per visitor pass made out to the City of Rochester
Corn Hill residents seeking to renew a permit must fill out an application if contact information or vehicle information changes during the year. If none of that information changes, they must indicate that they are seeking a renewal of their permit; the following is required:
- Picture ID (driver’s license, work ID, student ID)
- Cash, check or money order for $20.00 per permit made out to the City of Rochester
- EXPIRATION DATE OF RESIDENTIAL AND EMPLOYEE PERMIT AND VISITOR PASS
The residential and employee permit and visitor pass expire one year from the month in which they are purchased. They are valid until th last day of that month. The permit and visitor pass should be renewed promptly.
Replacement of Residential and Employee Permit
Residents or employees obtaining a vehicle to replace their previous vehicle can obtain a new permit at the Bureau of Parking office. The original permit will be invalidated. The replacement will be valid only until the expiration date of the original pass.
REPLACEMENT OF VISITOR PASS
If a visitor pass is lost, stolen, or destroyed, a new pass can be obtained at the Bureau of Parking office. There will be a $10.00 replacement charge. The original pass will be invalidated. The replacement will be valid only until the expiration date ofthe original pass.
ABUSE OF RESIDENTIAL AND EMPLOYEE PERMIT AND VISITOR PASS PRIVILEGES
Any resident or employee found providing commuters with a permit or any resident or business found providing non-visitors with a visitor pass will have permit and visitor pass privileges suspended for twelve (12) months.
Any vehicle using a visitor pass for three (3) consecutive business days will be issued a warning on the third day. Once the warning is received, the Bureau of Parking office must be notified immediately if any special circumstances exist. If the visitor pass is still in use on the vehicle on the next business day, the vehicle will be ticketed, and the resident or business assigned the pass will lose visitor pass privileges for six (6) months.
ENFORCEMENT
Dedicated program enforcement is to be provided by the Bureau of Parking. Program enforcement of the area will occur at least twice daily, Monday through Friday. Secondary enforcement may occur from time to time through routine patrols of the Rochester Police Department.
Those who wish to have further consideration in regard to suspension of privileges may request a hearing with the Manager of Bureau of Parking. A written request for a hearing must be provided to the Manager within ten (10) days of notice of violation. Grievances for tickets issued will be adjudicated through the City=s Parking Violations Bureau located on South Avenue. Any person ticketed may request a hearing on the matter.
PROGRAM AND RULE CHANGES
The Manager of Bureau of Parking may make rule changes regarding the permit program. When this occurs, the Corn Hill Neighbors Association will be informed in writing of these changes.
In addition, the program area may be expanded or reduced in size as needed. These changes would reflect the needs of the neighborhood, subject to the approval of the Traffic Control Board.
